PGI Holds CRIISPII Orientation for Key Stakeholders

Isabela- The Provincial Government of Isabela (PGI) conducted an orientation on the Creative Industries, Innovation and Sustainability Policy International Institute (CRIISPII) for key stakeholders at the Capitol Amphitheater on July 21, 2026.

The activity brought together representatives from various national government agencies, local government units, academic institutions, and development partners.

The activity is part of Governor Rodito T. Albano’s continuing efforts to align its development initiatives with the Philippine Development Plan for Culture and the Arts (PDPCA) 2024–2029 and strengthen its role in advancing the country’s creative economy.

The orientation featured a presentation by Local Climate Change Adaptation (LCCAD) Executive Director Nong C. Rangasa, who introduced the proposed establishment of the CRIISPII through a partnership among the PGI, Isabela State University, and key government and private sector stakeholders.

Rangasa said the initiative is anchored on Republic Act No. 11904, or the Philippine Creative Industries Development Act, which recognizes the creative economy as a key driver of inclusive economic growth, quality employment, innovation, and cultural preservation.

He emphasized the need to strengthen research, innovation, digital transformation, creative entrepreneurship, intellectual property protection, and collaboration among government, academe, and the private sector across the country’s nine creative industry domains.

He also presented the proposal to position Isabela as Northern Luzon’s regional hub for creative industries through the institutionalization of CRIISPII.

The institute will support policy research, capacity development, sustainability initiatives, digital transformation, investment promotion, and the establishment of creative hubs and innovation centers.

It also aims to integrate creative industries with tourism development, climate resilience, disaster risk reduction, and green and blue economy strategies.

Rangasa also discussed the proposed Philippine Summit on Creative Industry, which Isabela is set to host in November 2026, focusing on sustainable tourism investment, creative industries, climate change adaptation, and nature-based solutions, with key stakeholders expected to develop policies and collaborative initiatives for sustainable and innovation-driven growth.

He added that the initiative supports the national government’s vision of positioning the Philippines as Asia’s premier creative hub by 2030 while enabling provinces such as Isabela to emerge as models of resilient, inclusive, and sustainable regional development.
