Yuchengco’s Pangasinan Solar Facility Secures ERC COC

Bugallon, Pangasinan-‘Petro Green Energy Corporations (PGEC) 25 MWp Solar Power Plant (BSPP) has been granted a Certificate of Compliance dated August 19,2026 by the Energy Regulatory Commission (ERC) completing all regulatory requirements necessary for commercial operations.

The issuance of the CoC follows the approval by both the National Grid Corporation of the Philippines (NGCP) and Pangasinan Central Electric Cooperative (CENPELCO) for grid connection last July 22, signifying the successful completion of the facility’s commissioning tests.

“With the issuance of the COC,the facility can now commence commercial operations and proceed with its applications for a Certificate of Endorsement for the Green Energy Tariff (COE-GET) with the Department of Energy and for a Renewable Energy Payment Agreement (REPA) with TRANSCO, as the facility is an eligible project under the Green Energy Auction Program Round 2 (GEA). Upon commercial operations,BSPP is expected to generate a stable revenue stream through fixed and guaranteed payments from TRANSCO,” said Dave P. Gadiano, PGEC Assistant Vice President for Power Markets.

The facility is developed and operated by Bugallon Green Energy as part of a 111.6 MWp Portfolio under Rizal Green Energy Corp (RGEC), a joint venture between Yuchengco-led PGEC and Japan Taise Corporation.RCBC is also set to start commissioning tests of the 6 MWp Limbauan Solar Power Project Phase 1 in San Pablo, Isabela
