KALIBO, Aklan โ€” Kalibo Mayor Juris B. Sucro has asked Smart Communications, Inc. to explain the recurring loss or disruption of its mobile network services in the municipality whenever power interruptions occur.
In a letter dated October 17, 2026, addressed to the Smart branch manager in Kalibo, Sucro raised concerns over the reliability and resilience of the telecommunications providerโ€™s network, particularly during emergencies and other situations when communication is crucial.
The mayor noted that mobile connectivity is essential to Kalibo, the capital town of Aklan and a major center of commerce, trade, government operations and business activities.
He said uninterrupted telecommunications services are important not only for businesses and financial institutions but also for emergency response, public safety, coordination among government offices and communication among residents.
Sucro requested clarification from Smart on the causes of the network outages during power interruptions and whether its cell sites and network facilities have sufficient backup power systems, such as batteries or generators, to maintain operations.
He also asked the company to explain the measures currently in place to ensure the continuity of mobile services during prolonged power interruptions and whether it has ongoing or planned initiatives to strengthen network resilience in Kalibo.
While acknowledging that power interruptions may pose operational challenges, the mayor emphasized the importance of maintaining telecommunications services given their role in economic activities, public service delivery and emergency preparedness.
Sucro asked Smart to respond to the concerns and provide information on any corrective actions or network enhancement initiatives it may undertake to address the recurring problem.
