The Center for Agriculture and Rural Development Mutually Reinforcing Institutions (CARD MRI), founded by Filipino social entrepreneur Dr. Jaime Aristotle B. Alip, has expanded its microfinance expertise beyond the Philippines through partnerships, technical assistance and direct operations in several Asian countries, including Myanmar, Indonesia and Vietnam.
Founded in 1986, CARD MRI began with the mission of helping low-income and underserved communities gain access to financial services. Over the years, its approach has evolved into a broader model combining microfinance, microinsurance, capacity building and community development. �

From Philippine experience to Asian partnerships
CARD MRI’s international expansion was built largely around partnership rather than simply exporting a Philippine institution overseas.
Through its International Group, the organization has provided technical assistance and shared its systems, technology and microfinance practices with institutions in Southeast Asia.
CARD MRI’s historical records show partnerships in Vietnam beginning in 2005, Cambodia in 2006, Indonesia in 2008 and Myanmar in 2012, followed by the establishment of a microfinance operation in Myanmar in 2014. It also established international partnerships in Laos and Hong Kong. �

In Vietnam, CARD worked with Tinh Thuong Microfinance Institution (TYM), while in other countries it has assisted local microfinance organizations in developing systems for lending, savings, technology and organizational management. �

Myanmar becomes a direct CARD operation
Myanmar became a significant milestone in CARD MRI’s international journey.
CARD Myanmar Company Limited was incorporated in 2013 and eventually obtained a permanent license as a deposit-taking microfinance institution. Its mandate includes microfinance, capacity building and technical assistance. �

The operation was based on CARD’s Philippine practices and technology, while responding to the specific needs of Myanmar’s underserved communities. When the operation began, Alip described Myanmar as CARD’s first microfinance operation outside the Philippines. �

Indonesia and Vietnam: partnership as a vehicle for inclusion
In Indonesia and Vietnam, CARD MRI’s role has emphasized cooperation and technical assistance.
The organization’s International Group was created to consolidate CARD’s international technical assistance activities and pursue its vision of sharing expertise in microfinance, microinsurance and capacity building while giving Filipino staff international experience. �

For Alip, CARD MRI’s international work is not simply about expanding the organization’s footprint. It is about demonstrating that communities traditionally excluded from formal financial institutions can become active participants in their own economic development.
That philosophy continues to shape CARD MRI nearly four decades after its establishment. As of December 2025, the organization reported serving nearly 9.93 million clients, with more than 4.86 million active borrowers, while maintaining a reported 99.05 percent repayment rate.
