CICC, PTFoMS Sign Deal to Strengthen Cybersecurity for Media Workers

The Cybercrime Investigation and Coordinating Center (CICC) on Monday formalized a partnership with the Presidential Task Force on Media Security (PTFOMS) to strengthen the protection of journalists against cyber threats, online harassment, and other forms of digital attacks.

The memorandum of agreement signed by the two agencies establishes a coordinated framework for the referral, monitoring, and investigation of cybercrime cases involving media workers while promoting press freedom and the public’s right to information.

Speaking during the signing ceremony, CICC Undersecretary Aboy Paraiso emphasized the vital role of journalists in upholding democracy and the need to protect them as threats continue to find their way into the digital space.

“For years, journalists have long stood at the frontlines, often under difficult and dangerous circumstances, to keep the public informed. Today, it is our turn to stand with them,” said Paraiso.

“Today’s partnership shows our commitment to protect the people who make the truth accessible to every Filipino,” he added.

He noted that while the public only sees the finished news reports, journalists often endure long hours verifying information and face criticism, intimidation, online harassment, and even threats to their lives in the course of their work.

“We cannot allow cyberspace to become another venue for silencing those who expose injustice, crime, and corruption. Because regardless of one’s profession, no one should have to fear for their safety simply for doing their job,” said Paraiso.

Under the agreement, the CICC will serve as the focal point for monitoring, tracking, and providing technical support in cybercrime cases involving media workers. It will provide digital forensic, cyber intelligence, and technical assistance, while PTFOMS and law enforcement agencies will retain primary investigative authority.

The MOA also provides for information sharing, timely case referrals, joint monitoring of cybercrime cases, and capacity-building initiatives for media workers.

Both agencies are also expected to collaborate with news organizations, local government units, academic institutions, and civil society groups on cyber awareness and advocacy programs aimed at reinforcing the digital security of journalists.
