DA,PCAF, PAFC Conducts Participatory Monitoring and Tracking of DA-Funded Projects in Aklan

KALIBO, AKLAN – The Philippine Council for Agriculture and Fisheries (PCAF), in collaboration with the Provincial Agricultural and Fishery Council (PAFC) Aklan and Department of Agriculture Regional Field Office VI (DA RFO-VI), successfully carried out the Joint Participatory Monitoring and Tracking (PMT) activity from April 13 to 17, 2026. The initiative aims to validate the implementation, assess the impact, and gather feedback on various DA-funded projects implemented across the province.

🛡️ Monitoring Team

composed of private sector and staff from PCAF, DA RFO-VI and PAFC Aklan, namely:

– Mr. Troadio U. Montemayor, PCAF Technical Staff
– Ms. Diana Gallego, Development Management Officer – DA RFO-VI
– Mr. Arnulfo T. Magcope, PAFC Chairperson
– Ms. Vic Mae M. Laurdaus, PAFC Coordinator
– Mr. Jun N. Aguirre, PAFC-PIO
– Ms. Pilita Renacido, PAFC Secretary

Activity Highlights

The PMT team conducted site visits, geo-tagging, and key informant interviews with project beneficiaries, including Farmers’ Organization (FO) leaders and members. The activity also included courtesy calls and briefings with the Provincial Agriculturist, Municipal Agriculturists, and local government units (LGUs) to ensure proper coordination and information dissemination.

Municipalities covered during the monitoring were:

– Kalibo
– New Washington
– Nabas
– Makato
– Libacao
– Banga
– Altavas

 

Projects Monitored

The team assessed various projects under different funding programs, including:

– Gulayan sa Bayan initiatives
– Solar-Powered Irrigation Systems
– Concreting of Farm-to-Market Roads (FMR)
– Livestock production projects (e.g., Muscovy Duck dispersal)
– Provision of organic fertilizers
– Greenhouses and nursery facilities
– Rainshelters for agricultural production

These projects fall under funding schemes such as HVCDP, NUPAP, FMRDP, and 4K Program, with investments aimed at boosting agricultural productivity and supporting rural communities.

Exit Conference and Way Forward

Findings and observations from the monitoring activity were formally presented during the Exit Conference held on April 17, 2026 in Iloilo City. The conference was attended by key officials and representatives from DA Regional Field Office VI (DA-RFO VI). During the event, positive outcomes were highlighted, while issues and concerns were discussed to formulate appropriate recommendations and action plans.

PCAF has requested the support of the Office of the Provincial Governor of Aklan and the Provincial Agriculturist Office to coordinate with concerned LGUs and project beneficiaries for the smooth implementation and sustainability of these agricultural interventions.

This PMT activity underscores the government’s commitment to transparent and participatory governance, ensuring that public funds are utilized effectively and that projects deliver tangible benefits to the agriculture and fisheries sector.
