Capiz PTIPC backs ILO Convention 155 on workplace safety

ROXAS CITY, Capiz — The Provincial Tripartite Industrial Peace Council (PTIPC) of Capiz achieved a milestone in labor protection and governance with the adoption of a resolution endorsing the ratification of International Labour Organization (ILO) Convention No. 155, known as the Occupational Safety and Health (OSH) Convention of 1981.
The resolution was signed during the PTIPC’s Second Quarter Meeting, which was facilitated by the Department of Labor and Employment (DOLE) Capiz Field Office. This development marks a significant step in aligning provincial labor efforts with global standards to promote safe, healthy, and sustainable work environments across all industries.
The meeting featured a comprehensive learning session led by Engr. Jessel V. Valad-on, Senior Labor and Employment Officer, who provided an in-depth discussion on Department Orders No. 252 and 253, Series of 2025, along with the core provisions of ILO Convention 155. The session highlighted the critical need for integrated occupational safety policies, enhanced employer responsibility, and preventive measures to reduce workplace hazards.
In a parallel initiative, the PTIPC approved the creation of the Construction Industry Tripartite Council (Construction ITC) in Capiz. The sectoral ITC aims to formalize regular dialogue and collaboration among labor, management, and government stakeholders in the construction industry—a dynamic but high-risk sector in the province. The resolution for the establishment of the Construction ITC will be forwarded to the Regional Tripartite Industrial Peace Council (RTIPC) of Western Visayas for formal recognition.
The meeting also drew support from local government partners. The Business Processing and Licensing Office (BPLO) of Roxas City and the Provincial Disaster Risk Reduction and Management Office (PDRRMO) expressed their endorsement of the ILO Convention 155 resolution, underscoring its relevance to both occupational safety and public preparedness initiatives.
Core members of the PTIPC in attendance included representatives from the labor, management, and government sectors, as well as industry stakeholders from the hospitality, education, and security sectors. Participating organizations included:Filamer Christian University, WorkAvenue, Inc.,Rock101 Construction Supply, Unicon Construction Services, MBM Construction.
The Second Quarter Meeting reaffirmed the PTIPC’s vital role in championing tripartite collaboration and proactive labor governance. By supporting the ratification of ILO Convention 155 and establishing the Construction ITC, Capiz strengthens its framework for workplace safety, social dialogue, and inclusive development.
