GSIS hailed by ARTA for ‘heart-driven reforms,’ honors top branches, employees

“GSIS is one of the best performers in our ARTA Report Card Survey—proof that real reform is possible when service comes with heart.”

This was how Anti-Red Tape Authority (ARTA) Director General Ernesto Perez described the Government Service Insurance System (GSIS) during the culmination of Ease of Doing Business (EODB) month at the GSIS flag-raising ceremony on June 9.

Perez cited the agency’s adoption of digital services such as the GSIS Touch app and online claims, calling it a model for responsive, citizen-friendly governance.

GSIS President and General Manager Wick Veloso echoed this in his message to employees, saying, “Ang tunay na serbisyo ay hindi lang mahusay—dapat dama ang malasakit.” He emphasized that GSIS’s transformation is people-driven and anchored on compassion, trust, and accessibility.

The event also featured the Galing Serbisyo Commendation Awards, which recognized 10 top-performing GSIS branch offices—Baguio, Butuan, Catbalogan, General Santos, Kidapawan, Roxas, Surigao, Tarlac, Tagum, and the Home Office (NCR 1 & 2)—for excellence in client service and EODB compliance.

Ten employees were also honored for their commendable frontline service and innovations that improved the client experience.

Perez closed his message with a call to reclaim the essence of public service: “Reform begins with us—in our lens, our counters, our decisions, and in how we treat every client and every co-worker.”
