Iloilo City- Smart METRO is a smart governance initiative by the UP Training Center for Applied Geodesy and Photogrammetry (UP TCAGP) in partnership with the DOST-Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD), the Department of Science and Technology-Western Visayas and the Metro Iloilo-Guimaras Economic Development Council (MIGEDC).

The launching was held last, April 17, 2026, at Sam’s 21 Hotel, Mandurriao, Iloilo City. It was attended by Hon. Raisa Trenas-Chu, Chairperson of MIGEDC and Mayor of Iloilo City, Engr. Rowen R. Gelonga, DOST Western Visayas Regional Director, Engr. Ninaliza Escorial, DOST-PCIEERD Deputy Executive Director, Atty. Edgardo Carlo Vistan II, Chancellor of UP Diliman, Dr. Czar Jakiri Sarmiento, Project Leader of Smart METRO, Mr. Francis Gentoral, representative of Guimaras, Local Chief Executives of LGU Cabatuan, Leganes, Oton, Pavia, San Miguel, Sta. Barbara, and representatives from other National Government Agencies (NGAs) and State Universities and Colleges (SUCs).

The Smart METRO is a project that aims to establish the foundations of a smart metro region through modern geospatial solutions, innovative system prototypes, and strong multi-organizational collaboration.

It has four (4) regional coordination platforms, namely, Connect, Command, Collab, and Codex.
Connect is a mobile application that allows users to report incidents, access local information, and connect directly to their local government for faster, more responsive public service. The app can be downloaded through the Play Store (Android) and the App Store (iOS).

Command, Collab and Codex are web-based platforms designed for the LGUs specifically for MIGEDC. These apps will help local authorities to collect data that will be used for decision making, planning and response.

Smart METRO aligns with the Smart and Sustainable Communities Program (SSCP) of DOST, which aims to transform local governance and community development through systems thinking, digital innovation, inclusive and regenerative planning, and multi-stakeholder implementation.

This initiative highlights the vital role of science, technology, and innovation in transforming governance. By harnessing the power of geospatial technologies, Smart METRO enables better planning, real-time decision-making, and more efficient delivery of services, improving the lives of our citizens.”

Smart METRO and MIGEDC LGUs will conduct caravans and symposiums in the malls and state universities and colleges to roll-out the application from April 18-26, 2026. You may check more details here: https://www.facebook.com/MIGEDCofficial .

DOST WV believes that digital transformation is not just about technology. It is about empowering institutions, strengthening partnerships, and ensuring that innovation creates meaningful impact on the ground. Smart METRO reflects this commitment by fostering collaboration among government, academe, and stakeholders. (NGPorcal/DOST Iloilo, NABFactuar/DOSTKMO)
