The Civil Service Commission (CSC) reminds all outgoing elective officials that restrictions on human resource movements remain in effect until 30 June 2025, following the 12 May 2025 elections.

In line with this, any appointment made during this period shall be disapproved or invalidated unless specific conditions are met.

This reminder is pursuant to Section 112, Rule XI of CSC Resolution No. 1800692, dated 3 July 2018, which stipulates that appointments issued by outgoing elective appointing authorities after an election and up to 30 June shall only be considered valid if all of the following conditions are fulfilled:

โ€ข The appointee meets the approved minimum qualification standards or qualification standards required under special law, if any, for the position to which an individual was appointed;

โ€ข The appointee has undergone the Human Resource Merit Promotion and Selection Board (HRMPSB) screening prior to the election ban. In this case, the appointing officer/authority or agency shall submit the minutes of the HRMPSB meetings and the evaluation report of the applicants;

โ€ข There is an urgent need for the issuance of the appointment/s so as not to prejudice public service or endanger public safety; and

โ€ข Civil Service Law, rules and regulations, and special laws, if any, on the issuance of appointments are followed.

Appointments issued after the elections up to 30 June that do not meet all of the above requirements will be disapproved or invalidated upon submission for attestation.
