
San Jose, Antique- In accordance with the directive from National Bureau of Investigation (NBI) Director JUDGE JAIME B. SANTIAGO (Ret.), to strengthen the campaign against all forms of criminality, the NBI Antique District Office (NBI-ANDO) arrested JEBSON PALMES y GUMAYAO a.k.a. “JAKE” in San Jose, Antique. He was apprehended for violations of Republic Act No. 9995, also known as the Anti- Photo and Video Voyeurism Act of 2009, as well as Article 286 (Grave Coercion) of the Revised Penal Code (RPC), as amended.
The operation began in response to a complaint stating that sometime in December 2022, an Alias “Jake” contacted the Complainant on her personal phone number. He claimed to have a video of her naked. The Complainant received a friend request and a message on Facebook Messenger, including an attached video of her sleeping without clothes. Upon receiving this message, the Complainant immediately called “Jake” and demanded that he delete the video. In response, he told her that he would only delete the video if she agreed to have sexual intercourse with him. He also threatened to upload the video on Facebook if she did not comply with his demands. Thus, the Complainant was compelled to have sex with the Subject.
On March 24, 2025, the Complainant sent a message to “Jake” requesting the deletion of a video and pleading for an end to the sexual abuse and threats that began in 2022 and continued until she became pregnant. In response, “Jake” instructed the Complainant to come to his house in Dalipe, San Jose, Antique, if she wanted to delete the video. The Complainant then informed the NBI-ANDO agents about the Subject’s instruction.
On March 27, 2025, the complainant, accompanied by agents from the NBI-ANDO, went to Jake’s given address, leading to his arrest. Investigation by the agents of NBI-ANDO revealed that Jake’s real name is Jebson Palmes Y Gumayao. On the same day, Subject Palmes was presented for inquest proceedings before the Office of the Provincial Prosecutor in San Jose, Antique, regarding the violations mentioned above.
Director Santiago commended the NBI-ANDO agents for arresting the subject and assured the public of the NBI’s commitment to upholding the law and protecting the public from criminals.
