Aklan SP Authorizes Dairy Bufalo Farm Project at Providing Stock Farm

KALIBO, Aklan — The Sangguniang Panlalawigan of Aklan has authorized Provincial Governor Jose Enrique M. Miraflores to enter into a Memorandum of Agreement (MOA) with the Integrated Barangays of Numancia Multi-Purpose Cooperative (IBON-MPC) and the Provincial Agricultural and Fishery Council (PAFC-Aklan) for the establishment and operation of a dairy buffalo farm at the Provincial Stock Farm in Tina, Makato, Aklan.
The authorization was contained in Resolution No. 864-2026, approved by the provincial board on September 9, 2026, during its 53rd Regular Session.
Under the resolution, the Provincial Government of Aklan will make its Provincial Stock Farm available for the dairy buffalo farm project, which is intended to support livestock development initiatives in the province.
IBON-MPC will be responsible for allowing and supporting practicum, internship, research, extension activities and on-site learning opportunities for students and faculty of Aklan State University and other authorized institutions.
The cooperative will also be required to follow farm rules and biosecurity protocols and maintain accurate production, financial and inventory records.
According to the resolution, IBON-MPC will sustain the project through proper enterprise management and reinvest 50 percent of the provincial government’s total earnings from the project. It will also shoulder 50 percent of the monthly electricity and water bills of the Provincial Stock Farm.
Meanwhile, PAFC-Aklan will facilitate convergence meetings and coordination among the parties and endorse the project to concerned government agencies and stakeholders.
The council will also promote the marketing and patronage of dairy carabao or “dairy cara” products, advocate for the inclusion and promotion of dairy buffalo initiatives in provincial agricultural programs, and assist in monitoring the project’s implementation.
The resolution said the project may also help strengthen agricultural programs and promote dairy buffalo production in Aklan.
The measure was sponsored by Provincial Board Members Reynaldo M. Quimpo, Teddy C. Tupas and Bayani M. Cordova.
