AKLAN โ€” The Provincial Agricultural and Fishery Council (PAFC) Aklan advocated for three transformative agriculture ordinances during committee hearings conducted by the 20th Sangguniang Panlalawigan on November 3, 2026, at the provincial capitol.

The proposed ordinances, requested by Gov. Jose Enrique M. Miraflores, seek to strengthen smart agriculture, protect farmersโ€™ rights to seeds and traditional knowledge, and provide institutional support to young Aklanon farmers and agripreneurs.

The first hearing, held at 1:30 p.m. at the SP East Room, tackled the proposed ordinance creating the Provincial Technical Working Group (TWG) on Smart Agriculture in Aklan and another measure protecting farmersโ€™ rights to seeds, traditional knowledge and plant genetic resources, including the establishment of community seed banks.

At 2:30 p.m., the committees discussed the proposed ordinance institutionalizing support for Aklanon young farmers and agripreneurs through the creation of the Aklan Young Farmers Agripreneur Development Program.

The hearings involved the SP committees on Agriculture and Aquatic Resources, Laws, Rules and Ordinances, and Youth and Sports Development, together with the Provincial Agriculturist, Provincial Budget Officer, Provincial Legal Officer and PAFC Aklan representatives.

The body reviewed the PAFC Resolution Matrix and comments from the Provincial Legal Office to ensure that the proposed measures were legally sound and responsive to the needs of farmers, fisherfolk and young agricultural entrepreneurs.
PAFC Aklan expressed appreciation to the provincial lawmakers, its Executive Committee, the 17 Municipal Agricultural and Fishery Council (MAFC) chairpersons and other stakeholders who participated in the hearings.

The council said the initiative marked an important step in translating its resolutions into provincial legislation, reaffirming its commitment to advancing agricultural development and supporting Aklanon farmers and young agripreneurs.
