
Iloilo City- The Department of Social Welfare and Development (DSWD) Field Office VI’s new OIC-Regional Director, Joselito G. Estember, commits to lead with integrity, excellence, and innovation as he assumes his new responsibilities during the symbolic turnover ceremony.
OIC-RD Estember emphasized the need for modernization of systems in the regional office to ensure more efficient, responsive, and future-ready public service.
“We need to digitalize. We need to transform both our workforce and our clients. We will modernize our systems not to replace the human touch, but to enhance efficiency, reduce delays, and make DSWD future-ready,” he said.
He also highlighted the importance of serving clients with empathy and urgency, including providing prompt support to local government units.
“We must ensure our services are empathetic, inclusive, and accessible, not just applied,” he added.
Director Estember reminded DSWD6 employees that the red vests worn by staff are symbols of public trust, representing a sacred mission which is not merely implementing programs, but transforming lives.
