Powering Progress: DOE and Five ECs Sign MOA to Energize 1,492 Households under LFP-TEP 2025

The Department of Energy (DOE) and five electric cooperatives (ECs) located in Luzon and Visayas have formalized their partnership through a Memorandum of Agreement (MOA) for the first batch of electrification projects under the DOE Locally Funded Project – Total Electrification Program (LFP-TEP) for Fiscal Year 2025.

Under this initial batch, the DOE and the implementing ECs such as the Aklan Electric Cooperative, Inc., Aurora Electric Cooperative, Inc., La Union Electric Cooperative, Inc., Quezon II Electric Cooperative, Inc., and Southern Leyte Electric Cooperative, Inc., will roll out energization projects for unserved and underserved barangays, sitios, and households, particularly in far-flung, off-grid, and geographically isolated areas. The package covers 1,492 households with a total allocation of PHP192.8 million, using a mix of on-grid connections an microgrid solutions – or a hybrid system technology with renewable energy component, to deliver reliable, least-cost power.

The project fund recipients were identified in consultation with the National Electrification Administration. Energy Secretary Sharon S. Garin, who led the ceremonial signing, underscored the government’s steadfast commitment to achieving 100% household electrification in alignment with the directive of President Ferdinand R. Marcos, Jr. to provide reliable, accessible, and sustainable power for all Filipinos during his State of the Nation Address.

“This signing ceremony not only reflects the government’s resolve to close the electricity access gap but also the vital role of our partners in the distribution sector who are at the frontlines of serving our communities,” Secretary Garin said. “By bringing electricity to our last-mile communities, we are not merely powering homes; we are also empowering dreams, supporting livelihoods, and strengthening the foundations of inclusive growth.”

The LFP-TEP 2025 is the DOE’s flagship push to accelerate electrification through government funding and aligning strategies with distribution utilities, electric cooperatives, local governmentunits, and other stakeholders. The program highlights the transformative link between energyaccess and human development, where education, healthcare, enterprise, and overall quality of life are uplifted through electrification.

Secretary Garin further emphasized that the initiative advances the broader energy security agenda.

“Total electrification is not just a number to be achieved; it is a social contract that ensures every Filipino, regardless of geography or circumstance, can benefit from the progress our nation is making. Together, we are laying down the energy foundations that will sustain oureconomy and uplift our people for generations to come.”

The DOE and its partners will roll out subsequent batches of LFP-TEP projects throughout 2025, reinforcing the government’s vision of “Bawat Bahay Maliwanag,” and ensuring no household is left in the dark. #
