
BORACAY ISLAND, AKLAN — The Site Task Group Emergency Preparedness and Response (STG EPR), led by Raul Fernandez, helped ensure the safe and successful conduct of the recently concluded 44th ASEAN Capital Markets Forum (ACMF) Chairs Meeting in Boracay.
Anchored on proven best practices, STG EPR implemented the Incident Command System (ICS), enabling a unified command structure that streamlined decision-making, resource management, and inter-agency coordination in real time.
A key strength of the deployment was the activation of the Regional Incident Management Team (RIMT), composed of multi-agency representatives. This structure enhanced interoperability among national and local government units, uniformed services, and response agencies, allowing for faster coordination and efficient response to any emerging concerns.
Complementing these efforts was the establishment of a dedicated Emergency Operations Center (EOC), operating separately from other command posts. The EOC served as the central hub for monitoring, information management, and operational coordination on a 24/7 basis, further strengthening situational awareness and response readiness.
Throughout the duration of the event, STG EPR maintained heightened alert status, conducted continuous risk assessments, and ensured the strategic prepositioning of assets and personnel across areas in Boracay. Participating agencies carried out joint inspections and coordination meetings to guarantee full operational readiness.
The event concluded without any major incidents, underscoring the effectiveness of the integrated response framework and the commitment of all involved agencies to uphold public safety and international event standards.
