GSIS Offers New Dagupan Branch, Gives Long-Service Office A New Home

DAGUPAN CITY, PANGASINAN – After nearly 70 years of serving generations of government workers and pensioners in Pangasinan, the Government Service Insurance System (GSIS) has opened a new Dagupan Branch Office designed to provide members with a more comfortable, accessible, and convenient way to transact with the pension fund.
GSIS President and General Manager Wick Veloso described the inauguration as “a new beginning” for a branch that has been part of the lives of public servants in Dagupan City and Pangasinan since 1957.
“This branch has served generations of public servants who have dedicated their lives to helping build our nation. Today, we give that service a new home,” Veloso said.
The new GSIS Dagupan Branch Office, located at the Cityscape Lifestyle Center along the National Road in Barangay Catacdang, Bonuan Gueset, serves 54,516 members and 18,959 pensioners, or a total of 73,475 GSIS clients, across the province’s 44 municipalities and four cities.
The approximately 700-square-meter branch can accommodate around 100 clients per day and has dedicated frontline service areas and support spaces, including a medical room, lactation station, and gender-sensitive and accessible toilets. It also provides ample parking and is situated in an elevated location that is not prone to flooding.
The new Dagupan branch is also equipped with a Digital Business Center (DBC), giving members another way to access GSIS services through digital channels. The DBC provides a dedicated space where members can use GSIS Touch and receive assistance in completing digital transactions, providing an alternative to conventional counter-based services.
Members and pensioners who have visited the new office have welcomed the facility, describing it as flood-free, more spacious, and modern.
The relocation of the Dagupan Branch Office was undertaken following concerns regarding the condition of its previous facility. The former GSIS-owned building, constructed in 1961, is recognized as one of the oldest GSIS facilities in the country. Over the years, the facility had deteriorated and experienced recurring flooding, prompting its relocation to a safer and more suitable site for members, pensioners, and employees.
During the inauguration, Veloso also held a press conference with members of the local media, where he discussed how GSIS programs and services are being shaped around the needs of members and pensioners, not only when they visit a branch, but also in their everyday lives.
Veloso said that while GSIS continues to invest in digitalization, new programs, and faster transactions, the agency’s idea of Ginhawa also means giving members the assurance that they can turn to GSIS when they need assistance.
This approach forms part of GSIS’ broader direction under GSIS Vision 2046, which envisions the institution as a premier pension and investment institution that is sustainable, resilient, digital, and member-focused.
