The 19th Sangguniang Panlalawigan of Aklan presided by Provincial Vice Governor and Regular Presiding Officer Atty. Reynaldo M. Quimpo on its 4th Special Session today, October 28, 2022 acted on the urgent request of Governor Jose Enrique M. Miraflores to declare the entire province of Aklan under state of calamity through Resolution No 2022 – 214 entitled, “ A Resolution Declaring The Entire Province Of Aklan Under A State Of Calamity Due To Heavy Rains Partly Brought About By Tropical Depression ‘Paeng’
As Assessed By The Provincial Disaster Risk Reduction Management Council PDRRMC)” which tropical depression ‘Paeng’ hit the Visayas Region including the Province of Aklan on October 27, 2022.
Heavy rains resulted in heavy flooding in many areas of the Province of Aklan, hardest hit of which are the capital town of Kalibo, Balete, Numancia, Libacao, Altavas and Madalag, neighbouring municipalities of Banga, Buruanga, Lezo, Malay, New Washington and other towns yet to be assessed by the Aklan Provincial Disaster Risk Reduction Management Council (APDRRMC).
The sudden and unexpected onslaught of the flashfloods caused massive evacuation of about 4,054 individuals (1085 families) and P2, 274,500.00 damages in the agriculture sector based on the partial official reports of the Provincial Disaster Risk Reduction Management Council received by the plenary at 2:00 PM on October 28, 2022.
It was shown during the plenary deliberation that there is sufficient basis of calamity in the entire Province of Aklan based on the Revised Guidelines for the Declaration of a State of Calamity, Memorandum Order No. 60, s. 2019 issued by the National Disaster Risk Reduction Management Council.
The said Special Session was attended by Provincial Governor Jose Enrique M. Miraflores, Mr. Galo Ibardolaza of the Provincial Disaster Risk Reduction Management Office, representative from the offices of Provincial Engineer, Provincial Agriculturist and Provincial Health Office.
