
KALIBO, AKLAN — With the theme “Kalusugan at Progreso sa Kabaranggayan,” Vice Mayor Dr. Cynthia dela Cruz has unveiled her 3-point agenda to position Kalibo as a leading hub for health services and economic development in Northern Panay.
Anchored on her medical background and firm commitment to public service, Dr. dela Cruz’s advocacy centers on accessible healthcare, inclusive barangay development, and clean, trustworthy governance. Her platform aims to bring meaningful progress to every Kalibonhon, especially in the farthest barangays.
1. Kalusugan Para sa Lahat: Kalibo as the Health Capital of Northern Panay
Dr. dela Cruz envisions a Kalibo where no one is left behind in health access. Her health agenda includes establishing new rural health units in underserved areas, constructing a modern community hospital, and a specialty hospital to respond to wider medical needs.
She also champions increased health workforce capacity—more doctors, nurses, midwives, and barangay health workers—as well as legislative support for scholarships and local training programs that promote medical careers among Aklanon youth.
A Kalibo Health Development Council will be created to coordinate public-private partnerships in expanding health infrastructure and services. Barangay-level healthcare, telemedicine, and universal access are among her top goals.
2. Progreso sa Kabaranggayan: Infrastructure that Drives Inclusive Growth
To foster jobs and development, Dr. dela Cruz advocates for a barangay-centered infrastructure program. Her plans include opening new barangay roads and walkways to address Kalibo’s low road-to-area ratio and improve mobility in interior communities.
She supports the creation of a new Government and Business District to decentralize services and attract investments. Another major proposal is the redevelopment of Kalibo International Airport for logistics operations, aircraft maintenance, and aviation training—initiatives expected to generate employment and business opportunities.
3. Tapat na Pamahalaan: Governance that Builds Trust and Delivers
At the heart of her agenda is clean and accountable leadership. Dr. dela Cruz vows to strengthen local legislation, institutionalize participatory budgeting, and make public funds more transparent to every barangay.

Plans are also underway for a digital governance system to modernize public service delivery and foster efficiency in local operations. “Every barangay has the right to know where the budget goes—and how it improves their daily lives,” she emphasized.
“We are building a Kalibo that’s healthier, more inclusive, and led by transparent service,” said Dr. dela Cruz. “Together with our people, we will achieve progress that reaches the last barangay and the next generation.”
This 3-point advocacy forms the foundation of her re-election campaign as Vice Mayor of Kalibo, built on years of grassroots service and the shared dreams of every Kalibonhon.
