𝐋𝐢𝐛𝐚𝐜𝐚𝐨, 𝐀𝐤𝐥𝐚𝐧 𝐭𝐚𝐤𝐞𝐬 𝐟𝐢𝐫𝐬𝐭 𝐬𝐭𝐞𝐩 𝐭𝐨𝐰𝐚𝐫𝐝 𝐚 𝐦𝐨𝐫𝐞 𝐫𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐭 𝐟𝐮𝐭𝐮𝐫𝐞 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐊𝐀𝐋𝐀𝐇𝐈-𝐂𝐈𝐃𝐒𝐒 𝐏𝐚𝐧𝐚𝐡𝐨𝐧 𝐧𝐠 𝐏𝐚𝐠𝐤𝐢𝐥𝐨𝐬: 𝐏𝐂𝐑𝐏 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠

Libacao, Aklan- A clearer picture of Libacao’s vulnerabilities is emerging as the Municipality of Libacao, Aklan translates community-generated risk data into priorities for resilience under the KALAHI-CIDSS Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP).

The municipality conducted its first Municipal Resilience Planning (MRP), bringing together local officials and stakeholders to examine risks affecting communities and identify where resilience investments are most urgently needed.

Municipal Mayor Tim Bryan Teodosio, chairperson of the Municipal Resilience Team (MResT), presided over the planning activity, emphasizing the importance of using local realities as a foundation for development decisions.

PDO III John Marlou B. Salido facilitated the workshop, discussing its objectives and flow and presenting the Municipal Profile as a basis for evidence-informed planning. Participants also reviewed the municipality’s risk mapping results.

The assessment identified limited access to basic services, facilities, and infrastructure, including bridges, roads, slope protection structures, schools, health stations, and water lines, as among Libacao’s major risks.

One of the identified vulnerabilities affects 3,416 of 6,375 households, or 53.58 percent, across 22 barangays, particularly in areas exposed to flooding, drought, and landslides. Notably, 1,919 households, or 56.18 percent of the affected households, belong to the Akeanon-Bukidnon community, underscoring the need for inclusive and targeted resilience interventions.

Technical assistance was provided by the KALAHI-CIDSS Regional Program Management Office (RPMO), led by Community Development Officer IV and Social Development Unit Chief Elizabeth Ferraris, together with Community Development Officer II Evone Pendon and Project Evaluation Officer III Lermo Cabarles.

The MRP forms part of Stage 1 of the Community Resilience Implementation Process (CRIP) and will help guide Libacao in prioritizing investments that respond to its most pressing climate and disaster risks.

More than a planning exercise, the process gives Libacao a data-driven foundation for building safer, more inclusive, and more resilient communities./dswd6/fcsa
