Yuchengco-led EcoSolar Secures ECC for Panitan Solar Project in Capiz

Manila – EcoSolar Energy Corporation (ESEC) has secured an Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR) – Environmental Management Bureau (EMB) Region 6 for its 98.20 MW DC Panitan Solar Power Project (PSPP) in the municipality of Panitan, Capiz.

The ECC marks a key milestone in the project’s development and affirms its compliance with environmental and pre-development requirements. ESEC is a unit of PetroGreen Energy Corp. (PGEC), a joint venture of Yuchengco-led PetroEnergy Resources Corp. and Japan’s Kyuden International Corp. (KIC).

A winning bidder of the Department of Energy’s (DOE) Green Energy Auction Program 4 (GEA-4), the 98.20 MW DC PSPP is a ground-mounted solar development and will be PGEC’s largest solar power facility when completed. Subject to remaining pre- development activities, subsequent construction and the upgrade of the 138 kV Panitan substation by the National Grid Corporation of the Philippines (NGCP), the PSPP is targeted for operation on or before the end of 2028.

Beyond clean energy generation, the Panitan Solar Power Project is expected to deliver socio-economic benefits to Capiz, including job creation during construction, local procurement opportunities, and support for community development initiatives. Another key feature of the proposed PSPP is the integration of an agrivoltaics component, which supports both food and energy security by combining solar power generation with agricultural production. This dual land-use endeavor also aims to create livelihood opportunities for host communities through crop production, nursery operations, and other community-based enterprises within and around the host barangays of Timpas and Capagao in Panitan, Capiz.
