Aklan LGUs automate civil registry corrections for faster public service

Kalibo, Aklan –Clients requesting corrections of clerical errors or changes of first names in civil registry documents can now enjoy faster and more efficient processing as all 17 local government units in Aklan have automated and digitized the processing of administrative petitions through the implementation of the Administrative Petition for Correction Automated System (APCAS) developed by the Philippine Statistics Authority (PSA).

The APCAS is a web-based application designed to help Local Civil Registry Offices (LCROs) streamline and expedite the processing of petitions for the correction of clerical errors and change of first name in civil registry documents, such as birth certificates.

The system automates the entire petition process—from application and evaluation to tracking, and monitoring thereby reducing paperwork, minimizing errors, and improving the accuracy and efficiency of service delivery.

According to Dr. Peter S. Mangilog, Officer-in-Charge Chief Statistical Specialist of PSA- Aklan, the implementation of APCAS marks a significant milestone in the digital transformation of civil registration services in the province.

“This innovation has transformed the way administrative petitions are processed. By replacing the previous manual system with an automated one, the processing time has been significantly reduced—from six months to one year to just one to two months—greatly benefiting our constituents by providing faster, more efficient, and more seamless civil registration services," Mangilog said.

The successful implementation of APCAS across all 17 LGUs in Aklan reflects the strong partnership between the PSA and the Local Civil Registry Offices in advancing digital governance and improving the delivery of public services.

Through this initiative, both agencies reaffirm their shared commitment to providing more accessible, responsive, and citizen-centered civil registration services to the people of Aklan.
