MALAY, AKLAN—The Energy Regulatory Commission (ERC) on Thursday, 29 May 2025, witnessed Boracay Island make the historic switch to the Retail Aggregation Program (RAP)—a first in the Visayas—following Boracay Island Water Company, Inc. (BIWC)’s initiative to aggregate the power demand of eleven (11) of its water treatment facilities.
ERC Chairperson and CEO Monalisa C. Dimalanta, joined by Atty. Chiara Blanco of the Market Operations Service – Contestable Market Division (MOS-CMD), personally recognized Boracay Water as the Visayas’ first RAP Champion during a ceremony held at Hennan Park, Boracay Island, Malay, Aklan. The aggregation covers power demand across BIWC’s water treatment plants and sewage treatment plants (STPs) through the support of PrimeRES.
A subsidiary of Manila Water, Boracay Water builds on its parent company’s pioneering effort when the Manila Water led the country’s first RAP switch in February 2025, following the ERC’s issuance of Resolution No. 13, Series of 2024 or the Omnibus Rules for Customer Choice Programs that enhanced the RAP framework and expanded access to more competitive power options for Filipino consumers.
In her message, Chairperson Dimalanta commended Boracay Water for transforming the island into a symbol of energy democracy through its participation in the Retail Aggregation Program (RAP).
“This recognition comes with a great responsibility. It is more than a badge of honor for you. It is, in fact, a call to action: a call on Boracay Water to become a RAP Ambassador in your areas of influence. We hope you will carry this experience forward. Tell your story to other businesses, utilities, and institutions in the region and encourage others in Boracay, in Aklan, and beyond to make the switch,” the ERC Chair said.
