
KALIBO, Aklan – Fifty-nine Municipal Links under the Aklan Provincial Operations Office (APOO) underwent a two-day orientation on Online Sexual Abuse or Exploitation of Children (OSAEC) and Mapangbata (ICDP) Modules on February 12-13, 2025 at Aklan Training Center, Old Buswang here.
According to Aklan POO Provincial Link Stephen M. Suajico Jr., this activity aims to educate and prepare the Municipal Links (ML) on the topics and conversations that would be used when conducting Family Development Sessions (FDS) and Youth Development Sessions (YDS).
On the first day, a discussion on the Philsys Registration as FDS Equivalency for Period I and the criteria for the First One Thousand Days (F1KD) of Life to eligible 4Ps Household Member Beneficiaries was discussed by Charlene Camille M. Pastor, Social Welfare Officer III.
Members of the i-Registro Team headed by Anilo Luis M. Barrion, Information Technology Officer II of NTHS gave a demonstration of the registration and provided orientation on the i-Registro platform.
Xzyrabelle M. Servento, Secretariat of the Regional Inter-Agency Council Against Trafficking, Child Pornography, and Violence Against Women and Children (Regional CAT-CP-VAWC), talked at the afternoon session highlighted the salient issues about Online Sexual Abuse or Exploitation of Children (OSAEC), a delicate subject that must be brought up because it occurs in real-world situation.
According to Servento, the RCAT-VAWC plays a vital role in protecting individuals, strengthening families, and creating safer communities free from trafficking and violence, including 4Ps beneficiaries and the community at large.
“Our 4Ps beneficiaries are often among the most socioeconomically vulnerable, they may be at higher risk of human trafficking, domestic violence, and exploitation,” she stressed.
Servento added that RCAT-VAWC supports 4Ps through awareness and education by conducting seminars, workshops, and information campaigns to educate 4Ps families on their rights, the risks of trafficking, and how to seek help. Also, Legal and Psychological Support by providing legal assistance, counseling, and psychosocial interventions for victims of trafficking and VAWC-related cases.
“We have also Referral Mechanisms by linking our survivors to appropriate shelters, livelihood programs, and government support for rehabilitation and empowerment and gives Capacity Building for Parents by helping them build resilience against trafficking and abuse through parental guidance sessions in partnership with 4Ps FDS,” Servento added.
She also said their office also conducts Rescue, Reintegration, and Psychosocial Support by assisting in the rescue, counseling, and reintegration of trafficking and VAWC survivors, linking them to shelters and sustainable livelihood programs.
In general, Servento said that RCAT-VAWC strengthens the overall community’s response to human trafficking and VAWC through Strengthening Local Protection Networks, Policy Advocacy and Law Enforcement Support, Community-Based Awareness Campaigns, and Economic Empowerment Initiatives.
Meanwhile, on the second day, the RPMO training team led by YDS Focal Person Sheeryn Mae M. Ramos and FDS Focal Person Chanderlyn Giselle I. Rile gave an orientation on Mapangbata (ICDP) modules and thoroughly addressed each of the four sessions to advise the MLs on how to run the module during their actual FDS.
