Communities in Buruanga Boost Readiness for Sub-Project Implementation Under KALAHI-CIDSS

Buruanga, Aklan – Four barangays in Buruanga completed a Community-Based Training on Procurement, Finance, and Infrastructure (PFI) from April 27 to 29, reinforcing grassroots readiness for sub-project implementation under Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS).

The participating barangays, Nazareth, Tag-osip, Mayapay, and Tigum, underwent capacity-building sessions designed to equip community volunteers with the technical knowledge and practical skills needed to manage key components of project implementation.

As a critical phase of the KALAHI-CIDSS process, PFI ensures that communities are prepared to take active roles in procurement, financial management, and infrastructure oversight, strengthening transparency, accountability, and efficiency at the local level.

A central focus of the training was familiarization with the New Government Procurement Act, or Republic Act No. 12009, alongside discussions on infrastructure management based on standard plans and specifications, as well as financial transaction processes necessary for project preparation.

Participants were also guided on the Financial Management System (FMS), reporting mechanisms, audit procedures, and construction standards, core competencies essential for successful and compliant project delivery.

The activity was led by the Area Coordinating Team, headed by Area Coordinator Miguelito Farigde, together with members of the Municipal Coordinating Team.

Local government support was also evident, with Mayor Allan Dagohoy expressing commitment to the initiative and its role in strengthening community-driven development efforts in the municipality.
