Libacao; Laying the Foundation for Resilient Community

Libacao Aklan- The recent convening in Libacao forms a crucial part of the groundwork for the implementation of the Philippine Community Resilience Project (PCRP), a climate adaptation initiative designed to strengthen community resilience in vulnerable areas through inclusive and participatory development.

Presided over by Mayor Tim Bryan Teodosio, the activity brought together key local and program stakeholders in preparation for the projectโ€™s rollout in the municipality.

Leading the technical discussions was the Area Coordinating Team headed by Area Coordinator John Marlou Salido, who emphasized the projectโ€™s objective of strengthening community capacity for participatory resilience planning and improving access to resilient investments in vulnerable areas.

Representing the Regional Program Management Office (RPMO) was Community Development Officer II Evone Pendon, alongside Area Coordinator Marilee Trombini, reaffirming institutional support for the initiative at both regional and field levels.

The preparatory activity underscores the importance of establishing local mechanisms, strengthening partnerships, and ensuring that stakeholders clearly understand the projectโ€™s vision before full-scale implementation begins.

A key development presented during the meeting was the proposed passage of an Executive Order to formally institutionalise the Municipal Resilience Team, an important step toward embedding resilience governance within local systems.

Under the DSWD KALAHI-CIDSS framework, the initiative goes beyond infrastructure; it fosters long-term community capacity, participatory governance, and locally driven solutions.
