
BAGUIO CITY- In support of President Ferdinand R. Marcos Jr.โs call for a more resilient, disaster-ready, and accountable government, the Government Service Insurance System (GSIS) urged local government units (LGUs) to strengthen the protection of public assets to ensure the uninterrupted delivery of public services before disasters strike.
Speaking before representatives from 26 LGUs of the Cordillera Administrative Region (CAR) including property and budget officers during the 2026 Property Officers’ Forum for LGUs, GSIS President and General Manager Wick Veloso said protecting government assets is a key component of good governance and disaster resilience.
โGood governance means preparing before a crisis, not reacting after a loss,โ Veloso said as he marked the anniversary of the 1990 Luzon earthquake that devastated Baguio and other parts of Northern Luzon.
Veloso encouraged LGUs to maintain updated property inventories, ensure proper asset valuation, and secure adequate insurance coverage so government services can continue even after natural disasters.
He said the GSIS Seal of Protection recognizes LGUs and government agencies that demonstrate excellence in safeguarding public assets through sound inventory management, accurate valuation, and adequate insurance coverage.
โThe Seal of Protection is more than an insurance milestoneโit is a governance milestone. It reflects an LGUโs commitment to accountability, resilience, and uninterrupted public service,โ he said.
Veloso reminded participants that Republic Act No. 656 requires government properties and insurable interests to be insured with GSIS, describing insurance as both a legal obligation and a practical investment in government resilience.
He also recognized the vital role of property and budget officers in helping government recover faster after disasters by ensuring that public assets are properly documented, correctly valued, and adequately protected.
The forum forms part of GSISโ continuing efforts to help build stronger, more resilient local governments by promoting sound asset management, effective risk mitigation, and responsible stewardship of public resourcesโsupporting the Marcos administrationโs goal of delivering responsive, efficient, and uninterrupted public service to every Filipino.
