Isabela to Conduct 5-Day REDAS Training for Disaster-Resilient Land Use Planning

ISABEL — The Provincial Government of Isabela (PGI), in partnership with the Isabela Planners Association (ISAPLAN), Local Climate Change Adaptation for Development (LCCAD), and the Department of Science and Technology–Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS), will conduct a five-day training-workshop on the Rapid Earthquake Damage Assessment System (REDAS).
The training aims to strengthen the capacity of local government units (LGUs) to use science-based hazard assessment and disaster impact simulation in land use planning, disaster preparedness, and risk reduction.
The REDAS software, developed by PHIVOLCS, is a geographic information system (GIS)-based, multi-hazard impact assessment tool designed to provide rapid estimates of the potential effects of earthquakes and other disasters.
It serves as a decision-support system that helps planners and disaster management officials assess potential damage, identify vulnerable communities, and develop appropriate measures to reduce disaster risks.
The training is particularly significant in the review and updating of the Comprehensive Land Use Plan (CLUP), as it provides localized risk information that LGUs can use in formulating evidence-based and climate-resilient land use policies and zoning ordinances.
Through REDAS, local planners can also estimate potential losses, damages, and disruptions (PLDD), as well as determine the number of people who may be affected by disasters in each barangay.
The five-day workshop will follow a phased, competency-based approach, combining technical instruction in hazard simulation and data management with practical applications in disaster planning.
The initiative is expected to help strengthen local government preparedness, support contingency planning, and improve the integration of disaster risk reduction and climate change adaptation into local development strategies.
By equipping planners and disaster management personnel with science-based tools, the program seeks to promote safer communities and more informed development decisions in the face of earthquakes and other natural hazards.
