
Boracay Island- The Department of Tourism Region VI, in partnership with the LGU of Malay, Aklan, successfully conducted the Tourist-Oriented Police for Community Order and Protection (TOPCOP) Seminar – 1st Batch CY 2026 from March 11–14, 2026 in Boracay Island. The seminar gathered 50 police personnel committed to strengthening tourist safety and community security in one of the country’s premier tourist destinations.
The opening ceremony highlighted the importance of equipping police personnel with specialized knowledge and skills in handling tourism-related concerns, maintaining peace and order, and ensuring the safety of both local residents and visiting tourists.
During the program, Dr. Jennylind D. Cordero , Chief Tourism Operations Officer of the Department of Tourism delivered her welcome remarks, emphasizing the crucial role of the police in sustaining a safe and tourist-friendly environment.
The presentation of participants was conducted by PLTCOL Alain Terence L. Licdan, Chief of Police of the Malay Municipal Police Station, who highlighted the commitment of Malay MPS personnel in actively supporting programs that enhance tourism security and public safety.
The seminar was formally declared open by PLTCOL Darwin D. Valderas, Officer-in-Charge of the Regional Special Training Unit 6, encouraging participants to maximize the training opportunity in order to further strengthen police professionalism and service delivery.

The TOPCOP Seminar aims to enhance the capability of police personnel in addressing tourism-related security concerns, promoting community partnership, and ensuring that Boracay Island remains a safe, secure, and welcoming destination for visitors from around the world.
During the pinning and closing ceremonies, the participants were joined by Hon. Frolibar S. Bautista, Municipal Mayor of Malay, Aklan, showing the local government’s strong support for initiatives that promote tourism safety and community development.
The Department of Tourism continues to actively support programs such as the TOPCOP Seminar as part of its commitment to strengthen human capital development in the tourism sector.
