From Port to Powerhouse: Why Caticlan Is the Key to Aklan’s Future

Each year, over 2 million tourists make their way to the world-renowned island of Boracay—and the number continues to grow. With improved transport infrastructure like the upcoming Boracay bridge and expanding air routes, the island’s popularity is poised to soar even higher.

But for Boracay—and Aklan—to sustain this momentum, it’s time to look beyond the island. Caticlan Seaport, the vital maritime gateway to Boracay, must evolve from a basic terminal into a modern, world-class port that supports not just passenger traffic, but inter-island trade, cruise tourism, and regional logistics.

A Maritime Hub in the Making

Caticlan is more than just a docking area. It sits at the intersection of three fast-growing regions—Western Visayas, MIMAROPA, and CALABARZON—and connects a network of islands that are quickly rising in tourism and economic potential.

From Romblon’s Bonbon Beach, now hailed among the world’s best, to Puerto Galera and the resort frontiers of Bulalacao, and even the trading islands of Semirara and Cuyo, the waters that surround Caticlan are rich with possibility.

To fully unlock these routes, the port must be redeveloped into a regional maritime hub—a launchpad for ferries, RoRo vessels, cruise liners, and cargo ships alike.

Why Privatization and PPP Make Sense

This transformation is possible through strategic privatization and Public-Private Partnership (PPP). Government resources are limited, but a PPP model can bring in foreign expertise, capital, and technology, while keeping the project aligned with local development goals.

A reimagined Caticlan Seaport can feature:
• Dedicated cruise ship terminals for high-value international tourists
• Retail and tourism centers to promote local products and crafts
• Advanced logistics facilities to support agriculture, seafood, and trade
• Sustainable infrastructure that protects livelihoods and the environment

Just like Penang Island in Malaysia, where bridge access and seaport development go hand-in-hand, Boracay and Caticlan can form a powerful growth engine—creating jobs, raising revenues, and connecting Aklan to the wider region and the world.

Caticlan as Aklan’s Anchor

As the Boracay bridge brings more land-based traffic, water transport must remain essential. Thousands of local boatmen, operators, vendors, and coastal communities depend on this economy. Upgrading the port does not replace their role—it strengthens and diversifies it.

This balanced development approach ensures that progress uplifts all sectors—from island tourism to logistics, retail to rural livelihoods.

The Time to Build Is Now

Aklan is standing at the edge of a maritime breakthrough. With the right vision and investment, Caticlan can become a modern, inclusive, and globally competitive port, anchoring a new era of growth for the province and its neighbors.
