KALIBO, Aklan – A proposed ordinance institutionalizing road safety lectures and driving education programs for students in the Municipality of Kalibo was formally introduced during the 28th Regular Session of the Sangguniang Bayan held on January 13, 2026.
The proposed measure, titled “Kalibo Student Road Safety and Driving Education Ordinance,” seeks to mandate the regular conduct of road safety lectures and theoretical driving courses in all public and private secondary schools, universities, and colleges within the municipality. The program will be implemented in partnership with the Land Transportation Office (LTO), Department of Education (DepEd), Commission on Higher Education (CHED), and the Local Government Unit of Kalibo.
The ordinance underscores the growing need to address road safety concerns, particularly among the youth, as traffic-related accidents continue to pose risks to students who are increasingly exposed to driving motorcycles and other motor vehicles at an early age. By institutionalizing structured road safety education, the measure aims to instill discipline, awareness, and responsible driving behavior before students become licensed drivers.
If approved, the ordinance will establish a mandatory road safety and driving education seminar to be conducted at least once every school year. The program will cover traffic laws and regulations, road signs and signals, defensive driving, ethical road behavior, and the dangers of reckless and distracted driving, among others.
The proposed ordinance was sponsored by Sangguniang Bayan Member Matt Aaron P. Guzman, Chairperson of the Committee on Transportation, who emphasized the importance of proactive education as a key strategy in reducing road accidents and promoting safety on the roads.
