SLP-NPMO conducts Time and Motion Study on SLP processes in Aklan

Aklan- The Sustainable Livelihood Program-National Program Management Office (SLP-NPMO) conducted a Time and Motion study on Sustainable Livelihood Program (SLP) processes under the Memorandum Circular 07, series of 2023 in Aklan.

Interviews were conducted with SLP participants, Project Development Officers on the use of SLP forms and proposed automation of the SLP processes, and forms for efficient and fast transactions for the provision of livelihood intervention. The activity emphasized the review of the Social Preparation and Resources Mobilization stages, particularly its implementation processes, tools/forms and templates, and workforce requirements.
The purpose of the activity was to assess the suitability and likelihood of allocating the appropriate amount of time to each process outlined in the updated guidelines. It is also to evaluate and confirm the workload of the designated field officer in relation to the targeted beneficiaries, identify hindrances within specific processes, reduce or eliminate unnecessary processes declared in the Citizen’s Charter (CC) and Standard Operating Procedure (SOP), and to improve the overall process of the Revised Guidelines for the Comprehensive Implementation of the SLP.
Representatives were deployed by the SLP-NPMO PDO IV Kaye P. Sacapaño, PDO III Christopher Ryan L. De Onon, and Information Technology Officer I Mark Lesther M. Pantia. All three formed the composite team that observed how the activities under the Social Preparation Stage were being conducted. They also interviewed program participants and implemented Project Development Officers, the Provincial Coordinator, and all others involved in this stage.
Furthermore, the activities under the Resource Mobilization Stage were observed by the composite team from the initial recording of Mungkahing Proyekto received by PC, reviewed and endorsed by the SLP-RPMO, processed and released grants to the program participants.
SLP-NPMO staff also visited the Regional Program Management Office for additional inputs on the Time and Motion study.
Regional Program Coordinator Juliet D. Besa expressed her support to the NPMO, saying, “We warmly welcome you [SLP RPMO representatives] here at Region 6 and deeply appreciate your time and efforts, in conducting the time and motion study, which will greatly contribute to the enhancement of the implementation process of SLP.”
After various interviews and observations conducted, the SLP-NPMO staff had an exit conference with Regional Director Atty. Carmelo N. Nochete, Assistant Regional Director for Administration Joselito Estember, Promotive Services Division Chief Judith T. Barredo, RPC Besa, and SLP Regional Monitoring and Evaluation Officer Pearlyn C.
