Yuchengco’s Bugallon Solar Project Injects Power to Luzon Grid; Readies Nabas-2 Wind Project for Commercial Operations

Pangasinan- Yuchengco-led PetroGreen Energy Corp. (PGEC) started adding more power to the Luzon grid last April 18, 2026 with the start of the testing and commissioning of its 25 MW DC Bugallon Solar Power Project (BSPP) in Pangasinan.

“Our close coordination with officials of the Department of Energy (DOE), the Independent Energy Market Operator of the Philippines (IEMOP), and the National Grid Corporation of the Philippines (NGCP) led to the approval of critical permits such as WESM registration, Provisional Certificate of Approval to Connect (PCATC), and the energization approval as generator. As important, the facility’s milestone meets the administration’s urgent imperative to bring more indigenous and renewable energy capacity on-line especially during this period of energy supply instability,” declared Dave P. Gadiano, PGEC Assistant Vice President for Power Markets.

Developed and operated by Bugallon Green Energy Corporation (BGEC), the facility is part of a 111.6 MW DC portfolio of four utility-scale solar projects under Rizal Green Energy Corp. (RGEC), a joint venture of PGEC with Japan’s Taisei Corp. Once commissioning tests with NGCP are successfully completed, the project will operate under a fixed 20-year tariff as a Green Energy Auction -2 (GEA-2)-qualified facility.

Gadiano also shared that PGEC’s 13.2 MW Nabas-2 Wind Power Project (NWPP) in Aklan and operated by PetroWind Energy Inc. (PWEI), has received the Final Certificate of Approval to Connect (FCATC) from NGCP on April 16, 2026. This brings the facility a step closer to commercial operations as an eligible generator under the Green Energy Auction-1 (GEA-1) as soon as the facility’s Certificate of Compliance (COC) which PWEI filed on April 17, 2026 is approved by the Energy Regulatory Commission (ERC).

“The facility’s impending commercial operation not only takes advantage of the DOE’s and NGCP’s ongoing reinforcement of the Boracay-Caticlan-Nabas transmission line where Nabas-2 is connected, but also ensures that tourism and business establishments in Boracay and Aklan get more clean power from our Nabas wind farm,” Gadiano added.
