KALIBO, Aklan- To sustain a quality business register for enhancing economic data, the Philippine Statistics Authority (PSA) Aklan convened all designated Business Permit and Licensing Officers (BPLOs) of each municipality in the province through a forum held at Medingโ€™s Place Pavilion and Garden, Kalibo, on August 29, 2025.
The activity served as a platform to emphasize the importance of complete and reliable economic data in formulating local government development programs, as well as in strengthening the Statistical Business Register (SBR) to improve PSAโ€™s establishment-based statistical activities.
In her welcome message, Engr. Antonet B. Catubuan, Chief Statistical Specialist, underscored the vital role of BPLOs in ensuring the quality of information gathered from business registration, which is crucial in producing relevant statistical data.
โ€œThe nature of business operations and establishments is very dynamic. Hence, we need a comprehensive and updated statistical business register to serve as a central sampling frame for business surveys that will generate statistics that truly reflect conditions at both the national and local levels,โ€ Engr. Catubuan said.
Mr. Peter S. Mangilog, Senior Statistical Specialist and Focal Person of the PSA-LGU Data Sharingโ€“Business Register Project in Aklan, spearheaded the discussion on the concepts and objectives of establishing a business register.
In his lecture, he stressed the need for a sound SBR to meet the growing demand for high-quality and more granular economic statistics, particularly at the municipal level, as it serves as an effective tool not only in assessing economic conditions but also in guiding LGUs in mapping their development directions.
โ€œThere is a wealth of information we can derive from business registration applications, and that is what the PSA aims to buildโ€”not only for our use, but also for LGUs to maximize their appreciation and utilization of this data taken from their own backyard,โ€ Mangilog explained.
Meanwhile, Ms. Stephanie Denise R. De Roma, Statistical Analyst for the PLDS-BRP, taught the participants how to properly fill out the data worksheet, which serves as a tool in compiling business registration data.
She also explained the importance of each data item and the relevant statistics that can be generated from them.
On the other hand, Mr. Kristian Paul T. Ombrog, Information Systems Analyst II of DICT Region VI, presented the functionalities of the eLGU-BPLS, a system that automates LGU services such as business registration and related processes.
He demonstrated its features, including the generation of statistical reports tailored to PSAโ€™s data requirements.
At the close of the program, Ms. Mernie B. Lodovice, President of the Aklan BPLO Association, expressed gratitude to the PSA for organizing the activity and reaffirmed their commitment to support the agency in sustaining its data needs related to this initiative.
