On the Revised Schedule of Airport and Concession Fees and Charges

The Philippine Chamber of Commerce and Industry- Iloilo Chapter, Inc. (PCCI Iloilo) respectfully expresses its concern on the implementation of the Civil Aviation Authority of the Philippines (CAAP) Memorandum Circular No. 19-2025, which introduces a revised schedule of airport and concession fees and charges, including parking rates and Passenger Service Charges (PSC) at the Iloilo International Airport.

As a business chamber committed to the growth of the local economy and the promotion of regional investment and tourism, we recognize the importance of airport infrastructure and service sustainability. At the same time, we wish to kindly raise the following points for consideration:

1. Public Engagement and Stakeholder Involvement

It is our hope that major policy changes affecting the traveling public and business sectorโ€”such as adjustments to airport feesโ€”be informed by inclusive public consultations. Engaging local stakeholders allows for a better appreciation of regional socioeconomic contexts and fosters transparency and public trust.

 

2. Proportionality and Economic Sensitivity
Reports from our members indicate that the recent increases, particularly in overnight parking rates, may pose challenges to frequent airport users such as short-term business travelers, tourism operators, and service vehicles. We understand that cost recovery is necessary, but we also trust that a balance can be pursued to reflect fair value and public interestโ€”especially given the current economic environment.

3. Tourism and Visitor Perception

Iloilo continues to position itself as a destination for investment and tourism. As such, it may be worthwhile to consider how changes in airport-related chargesโ€”such as parking and waiting feesโ€”could influence visitor experience and perceptions.

With these in mind, we respectfully suggest that a dialogue or consultation between CAAP, the Department of Transportation (DOTr), airport management, and local stakeholders may help clarify the basis for these changes, explore tiered or more reasonable fee structures, and strengthen collaboration going forward.
