SP Aklan Declares Bishop-Elect Villareal as an Adopted Son

KALIBO, Aklan- The Sangguniang Panlalawigan of Aklan has formally adopted Bishop-elect Cyril B. Villareal as a “Son of the Province of Aklan,” recognizing his lifelong dedication to faith, education, and public service.
Through Resolution No. 598-2026, sponsored by Vice Governor Dexter M. Calizo and unanimously supported by all members of the provincial board, the local legislature expressed its deep pride in Villareal’s elevation as the fifth bishop of the Diocese of Kalibo.
The appointment of Villareal by Pope Leo XIV was announced on January 24, 2026, marking a significant moment for both the Catholic community and the Province of Aklan.
Born on March 1, 1974, Villareal grew up in a family grounded in public service and education… values that, the resolution noted, shaped his commitment to pastoral work and community development. His academic credentials reflect exceptional distinction: he earned a Bachelor of Sacred Theology Magna Cum Laude, a Licentiate in Sacred Theology major in Moral Theology, and a Master in Theology Summa Cum Laude from the University of Santo Tomas, as well as a Magister in Theology from the University of Vienna.
Ordained to the priesthood on May 25, 2001, Villareal has served in various capacities, including seminary formation, overseas ministry, and diocesan leadership. He also held the role of Diocesan Administrator from 2021 to 2023, guiding the local Church during a transitional period.
Prior to his episcopal appointment, Villareal served as parish priest of Santo Tomas de Villanueva Parish in Dao, Capiz, where he was widely regarded for his compassionate leadership and commitment to his parishioners.
His Episcopal Ordination, Canonical Possession, and Solemn Installation are scheduled on April 23, 2026, at the St. John the Baptist Cathedral, an event expected to draw clergy, government officials, and lay faithful from across the region.
In adopting Villareal as a “Son of the Province,” the provincial government emphasized the vital role of spiritual leadership in promoting unity, moral integrity, and sustainable development in Aklan.
The resolution underscores the province’s recognition that faith leaders like Villareal remain key partners in fostering peace and guiding communities amid social and economic challenges.
