Aklan province receives 2025 receives Excellence in Governance award

Iloilo City- The Province of Aklan was recognized as an Awardee of the 2025 Excellence in Local Governance (EXCELL) Awards by the Department of the Interior and Local Government (DILG) Region VI (Western Visayas) during the awarding ceremony held on December 16, 2025, at the Diversion Hotel in Iloilo City.
The recognition honors the Provinceโs exemplary performance and innovative governance practices across key governance areas, namely: education; safety, peace, and order; tourism, heritage development, culture, and arts; and youth development.
Under the ๐ฆ๐๐๐๐ฎ๐ถ๐ป๐ฎ๐ฏ๐น๐ฒ ๐๐ฑ๐๐ฐ๐ฎ๐๐ถ๐ผ๐ป governance area, Aklan was recognized for its ๐ง๐ฒ๐ฟ๐๐ถ๐ฎ๐ฟ๐/๐๐ผ๐น๐น๐ฒ๐ด๐ถ๐ฎ๐๐ฒ ๐ฆ๐ฐ๐ต๐ผ๐น๐ฎ๐ฟ๐๐ต๐ถ๐ฝ ๐ฃ๐ฟ๐ผ๐ด๐ฟ๐ฎ๐บ ๐ณ๐ผ๐ฟ ๐๐ธ๐น๐ฎ๐ป ๐๐ป๐ฑ๐ถ๐ด๐ฒ๐ป๐ผ๐๐ ๐ฃ๐ฒ๐ผ๐ฝ๐น๐ฒ๐, which advances inclusive and equitable access to higher education through sustained financial assistance, and strong multi-stakeholder coordination. As a concrete initiative, the Provincial Government of Aklan conducts annual province-wide scholarship application intake, screening, and qualifying examinations for IP applicants, in coordination with the National Commission on Indigenous Peoples (NCIP), tribal leaders, and partner higher education institutions. Through these efforts, the program has supported Indigenous Peoples scholars every year, enabling IP youth to complete tertiary education, improve employability, and emerge as professionals and community leaders.
For ๐ฆ๐ฎ๐ณ๐ฒ๐๐, ๐ฃ๐ฒ๐ฎ๐ฐ๐ฒ, ๐ฎ๐ป๐ฑ ๐ข๐ฟ๐ฑ๐ฒ๐ฟ, the Province was awarded for ๐๐ฎ๐๐ฎ๐๐ต๐ฎ๐๐ฎ๐ป ๐ฎ๐ด ๐๐ฎ๐๐๐๐ฎ๐ด๐ฎ๐ป ๐๐ฎ ๐๐ฎ๐ฏ๐๐ธ๐ถ๐ฟ๐ฎ๐ป: ๐๐๐ถ๐น๐ฑ๐ถ๐ป๐ด ๐ฃ๐ฒ๐ฎ๐ฐ๐ฒ, ๐๐ป๐๐๐ฟ๐ถ๐ป๐ด ๐ฆ๐ฎ๐ณ๐ฒ๐๐, ๐ฎ๐ป๐ฑ ๐ฆ๐๐ฟ๐ฒ๐ป๐ด๐๐ต๐ฒ๐ป๐ถ๐ป๐ด ๐ฅ๐ฒ๐๐ถ๐น๐ถ๐ฒ๐ป๐ฐ๐ฒ ๐ถ๐ป ๐๐ธ๐น๐ฎ๐ปโ๐ ๐จ๐ฝ๐น๐ฎ๐ป๐ฑ ๐๐ผ๐บ๐บ๐๐ป๐ถ๐๐ถ๐ฒ๐, an integrated and community-centered initiative that converges peacebuilding, public safety, social services, and disaster resilience. The program has contributed to zero armed encounters in Aklanโs upland communities since 2011 and a 100% High Performing for the PPOC, a 27% reduction in crime rate in 2020-2024, and 90% citizen satisfaction, reflecting strengthened public trust and effective service delivery. The initiative has also institutionalized inter-agency convergence and participatory peace mechanisms across all upland barangays, translating peace gains into improved livelihoods, disaster preparedness, and long-term community resilience positioning Aklan as a replicable model for integrated peace and development planning.
In the area of ๐ง๐ผ๐๐ฟ๐ถ๐๐บ, ๐๐ฒ๐ฟ๐ถ๐๐ฎ๐ด๐ฒ ๐๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐, ๐๐๐น๐๐๐ฟ๐ฒ, ๐ฎ๐ป๐ฑ ๐๐ฟ๐๐, Aklan was cited for the ๐๐ธ๐น๐ฎ๐ป ๐ฃ๐ถรฑ๐ฎ ๐ฎ๐ป๐ฑ ๐๐ถ๐ฏ๐ฒ๐ฟ ๐๐ฒ๐๐๐ถ๐๐ฎ๐น, a flagship cultural initiative that preserves the provinceโs centuries-old piรฑa weaving tradition while strengthening livelihoods and the creative economy. As a concrete project, the Province implements piรฑa weaving demonstrations, artisan exhibits and trade fairs, skills enhancement workshops for weavers, and designerโartisan collaborations during the festival, providing direct market access and income opportunities for local producers. Institutionalized as a major provincial event, the festival elevates Aklanโs cultural identity, supports local artisans, and demonstrates the effective integration of heritage preservation, sustainable tourism, and inclusive economic growth, as recognized by UNESCOโs Intangible Cultural Heritage listing.
The Province was likewise recognized under ๐ฌ๐ผ๐๐๐ต ๐๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐ for ๐ฌ๐๐๐ โ ๐.๐.๐.๐.๐.๐ฌ. ๐ผ๐ณ ๐๐๐๐๐ก (๐ฌ๐ผ๐๐ป๐ด ๐๐ธ๐น๐ฎ๐ป๐ผ๐ป๐ ๐๐ฒ๐ฎ๐ฑ๐ฒ๐ฟ๐๐ต๐ถ๐ฝ ๐๐ฐ๐ฎ๐ฑ๐ฒ๐บ๐), the Provinceโs flagship youth leadership and governance program that empowers young Aklanons as active partners in development and public service. Launched in 2022, YALA conducts annual leadership academies and governance boot camps, training an average of 120 youth leaders from across the province through structured learning modules, mentorship with government officials, community immersion, and youth-led project development. As a proven practice, the program has strengthened youth participation in governance, improved leadership competencies, and increased youth engagement in civic and community initiatives, resulting in a new generation of ethical, capable, and socially responsible leaders who actively contribute to inclusive, accountable, and future-ready governance in the Province of Aklan.
The said recognition affirms the Province of Aklanโs sustained commitment to inclusive, participatory, and people-centered governance that delivers meaningful outcomes for Aklanons and contributes to regional development.
