KALAHI-CIDSS conducts LGU orientation on Panahon ng Pagkilos: PCRP

Iloilo City- The Regional Program Management Office of KALAHI-CIDSS recently conducted an orientation on the implementation of the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP) for 10 local government units (LGUs) from the provinces of Aklan, Antique, and Iloilo.
The PCRP is a flagship project of the Department of Social Welfare and Development (DSWD), with a total budget of Php56.706 billion.
It aims to address climate change-related issues in the country through a five-year implementation plan spanning from 2025 to 2030.
The Project Development Objectives (PDO) of the PCRP are to strengthen community capacities for participatory resilience planning and increase access to resilience investments in vulnerable areas.
This orientation marked the initial step in introducing the project to the targeted municipalities in Western Visayas.
It was led by DSWD6 OIC-Assistant Regional Director for Operations, Katherine Joy M. Lamprea; Promotive Services Division OIC-Chief, Judith Barredo; and KALAHI-CIDSS Deputy Regional Program Manager, Engr. Silverio Von Maguad III.
In Region VI, the targeted municipalities in Antique are Caluya, Tibiao, Pandan, Valderrama, and San Remigio.
In Iloilo, the towns of Carles, Concepcion, and San Joaquin are the focus, while in Aklan, Madalag and Libacao are the targeted localities.
Of the ten LGUs, three mayors attended the orientation. They were Mayor Rex Gubatina of Madalag, Aklan; Mayor Vincent Navarosa of Libacao, Aklan, and Mayor Arnold T. Betita II of Carles, Iloilo.
The seven other LGUs were represented by their municipal officers—such as the municipal accountant, budget officer, and planning officer.
Representatives from the provincial governments of Aklan, Antique, and Iloilo, specifically their Provincial Social Welfare and Development Offices, also participated. SWAD Team leaders from Aklan, Iloilo, and Antique were present as well.
Selection criteria for the targeted municipalities included poverty incidence at or above the national average of 18.1%, moderate to high exposure to six identified hazards (drought, heat, landslide, storm, flood, and coastal inundation), stunting rates among children aged 0-59 months in 2023, and the Indigenous Peoples population fraction in 2021.
The PCRP supports the implementation of the National Adaptation Plan (NAP) for 2023-2050, as well as Local Climate Change Adaptation Plans (LCCAP) of the LGUs.
The project aims to benefit approximately 4.13 million households across 500 municipalities with high poverty incidence, prioritizing areas vulnerable to environmental and natural hazards, high stunting rates, and Indigenous Peoples populations across 49 provinces in 16 regions.
The DSWD has also partnered with various agencies for PCRP implementation, including the Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), Department of Agriculture (DA), National Anti-Poverty Commission (NAPC), and National Commission on Indigenous Peoples (NCIP)./dswd/mmc
