
NEW WASHINGTON, Aklan- The KALAHI-CIDSS Program of the Department of Social Welfare and Development emphasizes the significance of variation order in the implementation of community projects here.
Regional Infrastructure Officer III Loreto Balisnomo explained that any modifications during the implementation of subprojects, such as change orders or extra work orders, must be officially documented through a variation order.
Balisnomo shared this information with community volunteers in New Washington during the Procurement, Finance, and Infrastructure (PFI) training, which aims to capacitate volunteers before construction begins.
He stressed that no payments will be made to contractors for changes to the Program of Works (POW) unless a formal variation order is issued.
The variation order serves as an amendment or modification of an existing contract, either by introducing new items or changing existing ones, ensuring that changes are not made arbitrarily. This helps maintain proper oversight, accountability, and financial control over the project’s execution.
These volunteers, who are part of the Project Implementation Team and Monitoring and Inspection Team, play crucial roles in the subproject implementation.
Balisnomo advised them to be attentive to the delivery of construction materials, ensuring that deliveries align with project specifications and timelines.
Additionally, KALAHI-CIDSS Technical Facilitator Engr. Paula Charmaine Vidal emphasized the importance of including women workers in the labor force, encouraging the community to discuss with contractors the program’s policy on gender inclusivity, especially for tasks where women can effectively manage work.
Vidal also reviewed the specifics of the project billboard, which is part of the project’s package during implementation, highlighting the importance of transparency and information dissemination to the community.
