Roxas City- Approximately Php98-Million worth of land assets were provided by the Department of Environment and Natural Resources (DENR) to its beneficiaries in the province of Capiz, recently.

The DENR Region 6 contingent, led by OIC Regional Executive Director Raul L. Lorilla, Assistant Regional Director for Technical Services Edgardo M. Rostata and Capiz PENR Officer Ernest C. Federiso, D.M., have supported the Bagong Pilipinas Caravan of Services by providing DENR services to all Capiznons during the two-day event on October 12-13, 2024 at Capiz Gymnasium in Roxas City, Capiz province.

On land services, the DENR Region 6 thru its Provincial ENR Office led by PENRO Ernest C. Federiso facilitated the release of 67 patents to its beneficiaries specially coming from the municipalities of Panit-an, Pilar, Dumalag and Dumarao.

Through its Handog Titulo Program conducted during the Caravan, the DENR 6 awarded forty-five (45) agricultural free patents to its farmers/beneficiaries, covering a total area of 487,306 square meters. These patents are estimated to have an approximate value of Php46-Million and were received by 18 males and 27 females.

As to the residential free patents, the PENRO Capiz distributed twenty (20) patents covering a total area of 5,114 sq. m. with an approximate value of Php52-Million. Fourteen of the beneficiaries for the residential free patents are males while six are females. The price estimates were based on the current zonal valuation in the province.

Two special patents – one for the school site of Benlit Elementary School in Bilao, Sapian, Capiz was received by School Principal Nestor C. Besana, Jr. and one for the local government unit of Dumalag, Capiz, which was received by Mayor Maria Concepcion T. Castro. The two special patents however, have no available zonal valuation, thus no amount was culled for its monetary value. Nonetheless, those patents are not mere land titles as they now provide land security for the beneficiaries and a good investment for the future.

PENRO Capiz was also able to distribute a total of 1,600 seedlings of native and fruit trees to its stakeholders, namely: Narra, Rain tree, Balitbitan, Lipote, Cacao, Guyabano, Palma, and Uyauy/Lamog, among others.

Through the Caravan, the following services were availed on site: issuance of Gratuitous Permit and Certificate of Wildlife Resources, and one individual inquired about Gratuitous Permit; EMB assisted three clients: one submitted a Self Monitoring Report (SMR) online, another filed an Environmental Compliance Certificate application, and one applied for the renewal of a discharge permit; two inquiries are about water permit, one from an individual and another one from Dumalag Water District; and, one client inquired on the requirements/process for the proposed land donation purposely for use on small-scale quarry and this one was referred to Capiz PENRO under the jurisdiction of the provincial government of Capiz.

“This is bringing quality government services closer to the people we should be serving day in and day out. This helps remind our stakeholders that they have their government to go to whenever they needed assistance. As public servants, our mantra should be to serve the people and provide solutions to their questions, even dilemmas, in the best way we can,” said DENR 6 OIC Regional Executive Director Raul L. Lorilla./DENR 6
