SINGAPORE — Diplomatic and economic ties between Norway and the Philippines have entered a transformative phase as the Nordic nation formally signals its intent to develop Mindanao into a primary hub for green investments. Norwegian Ambassador Christian Lyster recently confirmed that Mindanao’s vast natural resources and strategic location make it an ideal candidate for cutting-edge climate technology. This move aligns with Norway’s global “Green Shift” policy, which seeks to export its expertise in sustainability to emerging markets.

The momentum for this partnership began building in late 2024 and continued throughout 2025, following the Philippine government’s landmark decision to allow 100% foreign ownership in the renewable energy sector. By early 2026, high-level discussions between the Norwegian Embassy and the Mindanao Development Authority (MinDA) intensified, focusing on Davao City as the logistical “gateway” for these projects. This timeline reflects a rapid transition from diplomatic dialogue to actionable investment scouting within less than two years.

At the heart of this investment interest are “new-age” energy solutions that go beyond traditional solar panels. Norway is specifically looking into floating solar systems integrated with Battery Energy Storage Systems (BESS) to stabilize Mindanao’s power grid. Furthermore, advanced waste-to-energy technologies and carbon capture systems are being proposed to address the island’s urban waste challenges while generating clean electricity—a move that local leaders hope will end the region’s historical vulnerability to power fluctuations.

The scale of these ambitions is supported by significant financial backing. While specific project totals are being finalized, the Ambassador noted that large-scale offshore wind and renewable energy developments typically involve capital outlays in the billions of dollars. Norway’s state-owned fund, Norfund, which manages a global portfolio of USD 4.5 billion, has been tasked with identifying climate-centric projects in the region that meet strict environmental, social, and governance standards.

Leading this industrial charge are veteran Norwegian firms like Scatec, which is spearheading massive battery storage and floating solar projects, and Ocean Sun, providing specialized membrane technology for offshore installations. Additionally, companies such as BW LNG and Telenor are exploring ways to integrate green maritime logistics and digital connectivity to ensure these energy projects are supported by world-class infrastructure.

Beyond power generation, the agenda extends into the maritime and transport sectors—areas of expertise for Norwegian industry. Collaboration is underway to modernize public transport in Davao through electric bus systems and specialized charging infrastructure. There is also a strong push for electric ferry technology on Mindanao’s coastal routes, leveraging Norway’s status as a world leader in zero-emission shipping to modernize inter-island travel.

The Philippine government has responded by rolling out the “red carpet” through the Board of Investments’ (BOI) Green Lane Initiative, which had already certified PHP 6.43 trillion in strategic investments as of March 2026. By designating these as “strategic investments,” the government is fast-tracking permits and licenses that previously took years to acquire. Under Green Energy Auction 7 (GEA-7), the Department of Energy has set a target for new solar rooftop and ground-mounted projects in Mindanao to commence power delivery by 2027.

The focus will shift toward long-term knowledge transfer and local job creation. By integrating Norwegian technical expertise with Mindanao’s workforce, the collaboration aims to create a sustainable economic ecosystem.
