MADALAG, Aklan- Risk assessments can show where communities are most vulnerable, but Madalag is taking the next step by deciding which interventions should address those vulnerabilities first and when they should happen.

Members of the Municipal Resilience Team (MResT), Barangay Resilience Teams (BResTs), and other stakeholders gathered for the third conduct of the Municipal Resilience Planning (MRP) under the Department of Social Welfare and Development’s (DSWD) KALAHI-CIDSS Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP).

The participants revisited the results of the risk assessment from the second MRP and used these findings as the basis for identifying and prioritizing proposed Programs, Projects, and Activities (PPAs).

Instead of simply listing the municipality’s needs, stakeholders discussed the proposed interventions and voted on which should receive priority. They also determined whether each PPA should be implemented in Year 1, Year 2, or Year 3 of the PCRP.

The exercise gave community and municipal representatives a direct role in shaping the municipality’s resilience roadmap, helping align proposed interventions with identified risks and the appropriate timeframe for implementation.

The Regional Program Management Office (RPMO) joined the activity to provide technical inputs and observe the planning process. The team was led by Deputy Regional Program Manager Engr. Silverio Von V. Maguad III, together with other unit heads.

Meanwhile, OIC-Division Chief of Promotive Services Division, Judith T. Barredo, was also present during the activity.

The process culminated in the passage of a resolution approving the priority PPAs and their corresponding implementation periods.

With the MResT’s approval, Madalag now has a shared three-year set of priorities anchored on its own risk assessment.

The third MRP demonstrates how community-generated evidence can move beyond documentation, becoming a basis for deciding where resilience investments should go, what should come first, and when action should begin./dswd6/fcsa
