
Pasay City– On April 6, 2026, the NBI-Ilocos Regional Office (NBI-IRO) arrested an Indian national for violation of Article 212 (Corruption of Public Officials) of the Revised Penal Code (RPC).
On March 17, 2026, the Subject visited the NBI-IRO Clearance Section to apply for an NBI Clearance. During the processing of his application, a “WITH HIT” status was flagged under his name. This indicated the presence of a possible criminal record or namesake that required further verification. The Subject was informed that his name was associated with a derogatory record related to a pending warrant for rape in the Regional Trial Court of Capiz, which he denied. He was advised to obtain a court clearance and a certificate confirming that he is not the individual charged with the crime.
Weeks later, the subject spoke with the Officer-in-Charge of the clearance section and boldly inquired how much he would have to pay for the immediate release of his NBI clearance. As a result, an entrapment operation was organized, leading to the subject’s arrest while he was in the act of handing over the offered bribe money.
The NBI-IRO has charged the subject with the aforementioned violation and is seeking assistance from the NBI-Capiz District Office to verify whether the individual arrested is the same person accused of the pending rape case before the Regional Trial Court of Capiz.
NBI Director Atty. Melvin A. Matibag commended the agents of the NBI-IRO for their rapid and effective action, which ultimately resulted in the successful arrest of the Subject. Director Matibag reinforced the agency’s integrity, asserting that the NBI continues to operate with a steadfast commitment to incorruptibility and justice, assuring the public of their resolve to maintain high ethical standards in all their operations.
