Over half a million government workers and pensioners get Balik Ginhawa refunds; GSIS credits PHP 7.3 billion
More than half a million government workers and pensioners have already received loan amortization refunds under the GSIS Balik Ginhawa program, with PHP 7.3 billion credited directly to member accounts as of 5 p.m., April 20.
Total applications received stand at 598,420. Nearly 9 out of 10 members who applied, received their refund, with 525,447 confirmed eligible and processed. The GSIS has instructed partner banks to credit PHP 7.5 billion to member accounts; the remaining balance is being processed and will be credited within the next working days.
GSIS President and General Manager Jose Arnulfo “Wick” Veloso said the program is GSIS’s contribution to the government’s coordinated relief effort for government employees and pensioners.
“Ang Balik Ginhawa ay tumatalima sa utos ng mahal na Pangulo na makapagbigay ng agarang tulong sa aming mga miyembro at pensyonado,” Veloso said.
The program supports the government’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), the whole-of-government response activated by the President to cushion the impact of rising living costs on Filipino workers and their families.
Under the program, the GSIS refunds the equivalent of up to three months of eligible loan amortizations, covering December 2025, January 2026, and February 2026, in a single lump-sum credit. Regular loan deductions continue and the loan term is extended by a corresponding period. No additional interest or penalties apply.
To qualify, borrowers must have no arrears at the time of filing, meaning their loan amortizations must be updated when they apply for the refund. The GSIS Touch app displays each member’s eligibility status and refundable amount before an application is submitted. Members whose accounts do not meet eligibility criteria are notified through the app. Approved refunds are credited within three working days.
Availing is voluntary. Applications are accepted through the GSIS Touch mobile app until October 31, 2026.
