PTFOMS, PDEA strengthen collaboration to protect media workers

The Presidential Task Force on Media Security (PTFOMS) and the Philippine Drug Enforcement Agency (PDEA) signed a Memorandum of Agreement on Tuesday, September 8, 2026, to enhance the safety and security of media workers serving as insulating witnesses in drug-related cases.
PDEA Director General Undersecretary Isagani R. Nerez acknowledged the bravery of media members who serve in these roles, saying they “deserve nothing less than our fullest institutional support.”
He assured the media of PDEA’s commitment to the agreement’s “faithful and sustained implementation,” emphasizing press freedom, public accountability, and the safety of all media workers.
The PDEA, established under the Comprehensive Dangerous Drugs Act of 2002 (Republic Act No. 9165), is the primary agency for enforcing the Philippines’ anti-illegal drug laws.
“We are strengthening a partnership that recognizes a fundamental truth: the protection of journalists and media workers is a shared responsibility,” said Undersecretary Jose A. Torres Jr., PTFOMS Executive Director.
Through the MOA, PTFOMS and PDEA will implement measures to protect media workers serving as insulating witnesses under Section 21 of R.A. No. 9165, safeguarding them against potential reprisals from accused drug offenders.
Undersecretary Torres highlighted the administration’s dedication to upholding press freedom while ensuring that journalists can perform their vital duties without fear. “Media security and press freedom are not competing objectives. They complement each other,” he remarked.
Unlike ordinary witnesses, insulating witnesses play a specific role by observing and attesting to certain law-enforcement procedures in drug-related operations. The agreement ensures that media workers in this capacity receive the appropriate protection and support.
The agreement outlines key initiatives, including a case-referral and investigation system to swiftly address threats to media workers, and a joint monitoring mechanism for secure information sharing and tracking of cases involving media personnel.
Additional support measures include providing protective custody, material assistance, and referrals for psychosocial services. PDEA will also share its expertise with PTFOMS to further enhance safety protocols for media workers.
