DBM Opens Thousands of Permanent, Contractual Posts to Strengthen DSWD Frontliine Workforce

The Department of Budget and Management (DBM) is strengthening the workforce behind the countryโ€™s major social protection programs, approving 5,711 regular positions and more than 21,000 contractual positions in the Department of Social Welfare and Development – DSWD.

At the center of the staffing push is the Pantawid Pamilyang Pilipino Program (4Ps), with the DBM approving 5,703 regular positions to institutionalize and reinforce its operations nationwide.

โ€œAng social protection ay hindi lang tungkol sa pondong inilalabas ng gobyerno. Kailangan din natin ng sapat, stable, at professional na workforce na direktang nagsisilbi sa ating mga kababayan,โ€ DBM Acting Secretary Kim Robert C. De Leon said.

โ€œFor 4Ps alone, we have approved 5,703 regular positions. This means a stronger organization on the ground and clearer career opportunities for qualified personnel who have long been doing the work. We are strengthening not only the program, but also the people behind it,โ€ he added.

The approval covers the institutionalization of the 4Ps Bureau in the DSWD Central Office, the creation of eight organizational units under the Bureau, and the establishment of a 4Ps Division in each of DSWDโ€™s 17 Regional Offices.

Of the approved 4Ps staffing complement, 5,542 regular positions will support the 4Ps Divisions across the 17 Regional Offices, while another 85 regular positions will augment regional operations covering financial, administrative, logistics, information and communications technology, and general support functions.

The DBM also approved 64 positions for the 4Ps Bureau in the Central Office, consisting of 63 regular positions and one contractual position, as well as 12 positions for DSWDโ€™s Human Resource Management and Development Service, Financial Management Service, and Social Marketing Service.

The 5,703 regular positions for the 4Ps Bureau and its regional divisions are intended to provide opportunities for qualified existing contractual personnel already performing 4Ps-related functions, subject to applicable Civil Service laws, rules, and regulations.

Beyond the new regular positions, DBM has also supported DSWDโ€™s continuing efforts to provide more stable employment arrangements for qualified workers.

Records show the creation of 20,686 contractual positions intended for qualified COS/JO workers under 4Ps from 2014 to 2025, on top of the earlier conversion of 314 qualified COS/JO workers into contractual positions.

In June 2026, DBM likewise approved contractual positions for qualified existing COS/JO workers supporting other key DSWD programs, including 75 positions for the Supplementary Feeding Program, 160 for KALAHI-CIDSS, and 70 for the Pag-Abot Program. Another 43 contractual positions had earlier been approved for the Enhanced Partnership Against Hunger and Poverty Program.

โ€œBehind every government program are people doing the actual workโ€”assisting families, monitoring beneficiaries, resolving concerns, and making sure services reach communities. Strengthening DSWDโ€™s workforce means strengthening the governmentโ€™s capacity to deliver help where and when it is needed,โ€ De Leon said.

The organizational and staffing actions support the institutionalization of 4Ps under Republic Act No. 11310, which mandates DSWD to serve as the programโ€™s central planning, coordinating, implementing, and monitoring body.

The 4Ps is the National Governmentโ€™s flagship poverty reduction and human capital investment program, providing conditional cash transfers to qualified poor households to support improvements in health, nutrition, and education.

The strengthened organizational structure and staffing complement will reinforce DSWDโ€™s capacity for program planning, field and compliance monitoring, case management, grievance resolution, beneficiary support, and coordination with partner agencies and stakeholders.

โ€œKapag pinalalakas natin ang mga taong nasa likod ng social protection programs, mas napapalakas din natin ang serbisyong natatanggap ng bawat pamilyang Pilipino. That is the kind of government workforce we want to buildโ€”stable, professional, and focused on delivering results for the people,โ€ De Leon said.
